Tim, you may want to forward this to TBC members.  A friend saw some
cyclists on motorized bikes/recumbents on the River Parks Trail. When
queried as to the legality of their vehicles, they claimed to have
permission from the park department, since they were disabled.

I am in receipt of your police report. I have checked with the Parks
Department and they do not issue any type of waver to ride a motorized
bicycle. The next time you, or anyone you know, see these people, please
contact our Dispatchers at 911 and ask for a uniformed officer to respond.
Please pass the word to all who walk or ride the trails.
